Jay, I'm not sure if you have any trike time or not.  Dual functioning controls on a trike and an airplane can be interpreted a little differently.  Even airplanes don't necessarily have every single control available to the back seat pilot that are available in the front.  I interpret these regs to mean the controls critical to control the aircraft and avoid crashing.  We could debate this all day, but I do what I do, and no matter what, if someone gets hurt, some lawyer will try to figure out why it's my fault if he thinks that's where the money is.  I just accept that as part of aviation.  If a trike has training bars and a way for me to add power and go around, I'll do a checkride in it.  If you think that's wrong, that's your opinion and won't stop me from doing what I have chosen to do.  I gave a checkride in a Zodiac, for crying out loud.  haha. 
 
Richard, your comment about asking what the examiner is doing giving a checkride if he questions the students ability to control the aircraft.... He is evaluating the student's abilities to control the aircraft and exhibit good aeronautical judgment and his ability to perform to a standard.  I know you would like to get a license based on what you say your abilities are, but that just isn't going to happen.

Since you brought up 91.109,

I think I'll mention 61.45, which is much more pertinent to this discussion.

Required aircraft and equipment

"..., unless the examiner determines that the practical test can be conducted safely in
the aircraft without the controls being easily reached."

This means that ground operation controls (steering and brake) are not required to be
available to the examiner.
This means the examiner does not have to have flight controls if the examiner
determines safety of the flight is adequate for the practical test.

BTW:
If the examiner thinks the student cannot control the aircraft, then what is the
examiner doing giving a Practical Test?
