You can't put federally issued certificate information, on state issued driver's licenses. The FAA already spent a lot of money creating this new "tamper resistant" plastic certificates a few years ago. Bottom line: We have tamper resistant certificates, and we have a requirement to fly with government issued photo ID. That system works already.

However, unlike the last time, now they want to make us pay (pretty hefty fees, too!) each and every time one gets reissued. And while they say "pilot certificates don't expire", they essentially will, because one can't exercise the privileges past the "photo expiration date".
