I asked this question of teh FAA Light Sport folks at Oshkosh, and was told
that a CFI-SP can give a flight review in an LSA he's got the appropriate
endorsement for to any pilot who's qualified to fly that aircraft and have
it count, regardless of that pilot's ratings.
