This plane was completely disassembled. He built a new modified tail from drawings that he bought from the manufacturer. Then he assembled this mix of components, installed new sails, and rigged the plane for flight.
Now he's asking if he can register this as Experimental/Amatuer Built?
This has been theorised and spekulated on for the last couple of years, ever since the FAA director first coined the phrase "lawn ornament" when refering to "fat UL's" that didn't take advantage of the ELSA grandfathering provision.
So now that the time has come and gone, what ARE we to do with these left-over unlicensed airplanes?
Has anybody here actually gone through the hoops and built an Experimental/Amature Built airplane from left-over "Fat UL components?
How about you DARs on the list? Has the FAA given any guidance on what to do when presented with an existing "fat ultralight" and the owner says he built it 10 years ago and wants to register it now?
My gut feeling is that if the guy actually built the darn thing, or even assembled it from components from another airplane it could meet the "spirit of the law" and be allowed as Exp A/B... but that's just my own spekulatin'.
Some actual experience from folks that have done this, a DAR that has gotten a briefing on what to do, or some written FAA guidance would be best.
