Rick,

My understanding is E-A/B planes cannot be 'built from parts', but rather the builder has to fabricate (at least) 51%. 


The fact that the builder built the plane from salvaged parts and used plans from a manufacture  to build plane, especially the empendage and cabling may qualify.
What are the DARs saying?
