Not if he converts it to ELSA

On an ELSA the owner can pretty much do whatever he/she wants --- it's "an experiment."
 
On the ELSA there's also 16-hour course that authroizes the OWNER of any ELSA to do their own annuals on their own aircraft. If more than one person owns the aircraft all owners can get the rating for annuals on that aircraft. If you get a new aircraft you can get the certificate re-rated for that aircraft..

Usually a one weekend course.
 
I took it. Worthwhile in my opinion... though they're trying to cram years of knowledge and experience into you in one weekend. You can learn a lot in a short time. And the cost of the course could be paid back in some cases for the cost of one annual.

There's also a FAA apporved course/rating to become a full bore LSA Repairman -- which is somewhat like having a full A&P rating that applies to all LSA aircraft.
You can even do it for pay (well paid)  "Repairman Maintenance Rating (for SLSA) "
"The maintenance rating allows you to commercially maintain, repair, and perform the annual condition inspection on all Special-LSAs and condition inspections on Experimental-LSAs in that class as well as your own SLSA. What repairs and maintenance you can perform are specifically authorized in the aircraft manufacturer’s maintenance manual. "
Costs about $3500 for a course.Not cheap, not for everyone.
