  I think your question is more of a "Matter of Opinion" based upon how a person wants to look at it.

  Physical forces are what makes a plane turn.

  Ailerons don't make an airplane turn, it only banks it.
  Elevator will definitely make an airplane turn, only if it has a bank.
  Rudder will not make some airplanes turn hardly at all, while others it makes a big difference.

   Thus, your question is dependent upon a couple of things:

1.  What kind of aircraft.
2.  What you define as "turning".

  If push comes to shove, your elevator has the most effect on turning, but you also need the bank to make the elevator work, This can go for all airplanes I can think of.

  Rudder will do very little for certain aircraft that have no dihedral, but will have tremendous effect for the LOW CG type aircraft.  It is still only banking the wings, Physics and elevator will have to put into play to accomplish that nice turn.

Is this the list where we had the discussion about what makes an airplane turn?  I think the original question was, What is the primary control used in turning an aircraft?
