Legally. Unless you're licensed. I'm sure people ship stuff and lie about the contents. For an example of the potential results, google "Valuejet 592" or go to http://en.wikipedia.org/wiki/ValuJet_Flight_592 or you can read the entire NTSB 271 page pdf file if you're seriously motivated. (I was not. I get enough material on the subject at work.)
I have an expired BRS 1050 for sale. Use it, repack it, whatever. But, you need to pick it up at my place. I won't ship it. I don't have the license to ship hazmat.
