there are only 5 states that have any requirement for aircraft owners or operators to have any liability insurance. At least as of 2009 when they wrote that article.
What is not clear in _every_ case is whether they could or would try to enforce it on a pilot/aircraft from another state operating in their state, or only if hangered in their state.
Alaska, California, Maryland, Minnisota, Missouri, South Carolina, and Virgina.
By the way: Canada and many other countries, unlike the USA federal government, have very strict national requirements on aircraft having to have liability insurance.
When I was doing my sport pilot training with my CFI he indicated that we were covered by HIS liability insurance -- at least while he was in the plane. But best to get your own before you solo, IMO. Different insurers will have different requirements for issuing insurance to a student pilot/owner. One I checked required something like 10 hours of dual instruction in the same model of aircraft.
