Interesting way of looking at the problem, but I would disagree.   The elevator is still the elevator and works in the direction of lift provided by the wings.  The rudder is still the rudder and controls the aircraft in yaw.  From the perspective of horizontal 1G flight I can see where one could say, "But the rudder is now the elevator and the elevator is now the rudder", because relative to the earth they seem to have swapped places because we have rolled 90 deg.  However, there is still a yaw axis of the aircraft relative to the wings
and the rudder is still controlling that axis.  The lift direction is still relative to the wings, and as a few people have pointed out in this thread, a turn is caused by lift in the horizontal.  So, yes, the nose is being held up by top rudder when in 90 deg AOB and lift is being provided by the fuselage, but for the aircraft to turn, lift must be provided in the horizontal.  To increase lift, and therefore turn rate, what control would provide the most increase in lift?

I don't care to have to join to take the poll but my answer is ailerons.
The airplane turns because it is banked. The elevator is used to add
lift as the vertical component changes. The rudder is to keep the tail
coordinated behind the nose.

That's my story and I'm sticking to it ...
