richard, sounds like the voters in your area need a new judge. we elect our judges here in IL. if you do the same in WI it may be time for a change. my next approach would be to start a ruckus via the local media or if they are unresponsive via regional, state or national media. what you describe is totally unacceptable.

It is good that your district has good response, etc.
I'm in rural Washington state.
Around here, during the critical wee hours of the morning, there is no police on
duty (small town USA). (their time is spent ticketing speeders and taking theft
reports)
Even during the daytime when police are on duty, the response time is over 1/2 hour.
We know who the thieves are ( even I their names and where they live) (the ring
leader and his followers)
The ring leader was caught on camera when he broke into the local high school.
The court threw out the evidence with the excuse that the police did not witness
the event.
I have been warned, several times, by the police, to not take any action as I
would then be arrested for assault and battery or illegal imprisonment and/or
similar charges.
Currently, the ring leader has been arrested over 150 times.
He is never kept in jail for longer that the next available arraignment date
Except once, when he was seen dragging stolen property into his house.
A search warrant found the stolen equipment
The police also found a homemade pipe bomb in his backpack.
The pipe bomb evidence was tossed out due it not being mentioned in the search
warrant.
For the stolen equipment, the ring leader got 4 months.
(I think a more fitting punishment would have been the removal of his right hand
and 40 years of hard labor).
The police tell me the ring leader performs some 5-6 separate thief's each week
and that this has been going on for several years.
To me, this makes the police useless.
