Richard, tampering of an aircraft is a federal crime similar to tampering with the US mail. It carries a hefty punishment of up to 20 years imprisonment. Any tampering or theft of aircraft parts brings the feds into the crime.
I was once told by an FAA employee that folks in his small town would find the thief and take him out in the country and have their way with him to teach him a lesson.
