I believe you refer to,
the grandfathering "zero-hour-transition" for UL pilots, and yes, that
opportunity ended 31st Jan, 2007.
And for UL-Instructors the grandfathering transition to Sport Flight
Instructor ended 31st Jan, 2008.

No such thing as a two seat (for training) ultralight anymore. If you didn't
take advantage of the transition, which many did not, your two seat
contraption is no good for training. True ultralight's cannot weigh more
than 254 pounds empty and no more than 5 gal of fuel can be carried.
That doesn't mean that they all were true UL's. most were over the 254
limit. My GT400 single seat was 410 pounds, and therefore called a heavy
ultralight. These and especially the two seat ones were what the FAA were
trying to get out of the air. They were and always were illegal but heads
were turned the other way for years. Worry over passenger rights pressed
them the most and pilots (?) without a license to fly them.
That is what I saw happen. Each has his own story to tell.
