Of course they're out there Peter. I scratch-built a nice little Zodiac in 2003 for $22,000 and a years worth of work.

Look on http://www.barnstormers.com/cat.php?mode=search for any number of 2-place homebuilts that fit the speed, weight, and other limits and you're good-to-go. You can usually buy one cheaper than you can build one.

And if you want a brand-new turn-key airplane, the CGS Hawks SLSA was the same price as their UL Trainer was 10 tears ago, $39,000... and it's built in the USA.
