I live in NY and yes I remember 9/11.

I was trying to say that this should have been implemented in the first round of plastic and by a reasonable means, like going to a local flight school, Sheriff's office ect... and getting ether a picture taken or your drivers licence photo copied.

This will make the third licence sent out and a fourth will soon be added with a micro chip installed.

Just seems if they had this on the table, implement it and do it all at once.
