never had it modified above that it is acceptable..
Another example is the Breezy kit which qualifies everything except it is
designed as a 3 person airplane (pilot in front and two seat passenger
behind). You can build it as a two person plane, IE pilot in front and only
one passenger seat behind and register it that way and it would be legal...
