First, the generally accepted 'knowledge'........

Do you mean the airplane is a E-LSA?
is it a grandfathered E-LSA or a kit of a S-LSA?

If it is a E-LSA, then,
--take the appropriate 16hour course,
--visit your FSDO to acquire the repairman/inspection certificate for the specific aircraft
--perform the annual your self
--sign the log book stating the aircraft is airworthy.


However,
you used the word 'amateur', which leaves open the door to the airplane being a E-AB
in which case, the original builder or an A&P must perform the annual and sign the log book.

Now, to the FARs and what do they say.....

FAR 91.409 Inspections.
(a) requires the annual inspection and no flying allowed, except as noted in (c)
(b) is the 100 hour inspection (and not germaine to this discussion)
(c) says (a) and (b) do not apply to.
....(1) aircraft with an .... experimental .... light sport .... airworthiness certificate.
(d) is the progressive inspection program (and not germaine to this discussion)
(e) part 125 aircraft (and not germaine to this discussion)
(f) selection of inspection program (and not germaine to this discussion)
(g) ... (and not germaine to this discussion)
(h) changing to a different inspection program (and not germaine to this discussion)

I read FAR 91.409 to mean that the 'Experimental' or 'Light Sport' aircraft can be flown even when it is out of annual.
(preferably, of course, flown to a place where it can be inspected.)
