The only problem with that philosophy is they are ready to "die for their cause". Which basically means killing him makes him a martyr for his cause. I couldn't think of a better candidate to capture and imprison and making him live out his full life in a jail cell. That in itself is an extreme deterrent for them, as well as it's own special kind of legal torture.
Can you imagine if they knew that if they were caught they would be forced to live out the rest of their days in an American prison rather than die for their cause? That's a scary thought since they were prepared to die for what they believed in. :D
