I see this philosophy expressed all the time that it is sad that you can't fill up the tanks and seats and be under gross.  Another way to look at it is that it isn't sad at all but actually a benefit.  It gives you flight planning flexibility to have tanks large enough to fly solo if you want and put on more fuel for more range.  Many airplanes are designed this way.  I fly 747s for a living and you can't fill a 747 with gas, people, and cargo and make it to Hong Kong.  If the manufacturer limited to the gas tank size to be able to fill it with people and cargo and only put on just enough gas to put the airplane at max gross, then it wouldn't have the capability of flying ORD-HKG nonstop.  So, we can put on more gas, leave some seats empty, and make it.  It seems you want a C-152 that can be filled with gas and 2 large people and still be under gross.  Guess what, there's a name for that airplane.  It's called a C-172.  But then, you would have 2 empty seats and be complaining that you can't fill them and the gas tanks as well.  Then you'd buy a 210 to fit 4 people and notice the empty seats and complain that you can't fill the seats and tanks.....
 
A C-152 was not designed to put in 550 pounds of people and full of gas.  That's why Cessna makes 172s and 182s.

According to the numbers you give and I find for a C-152, those
flights were all over gross. You couldn't carry enough fuel to meet
min requirement for VFR. 8~)

Sadly, many airplanes fit into that scenario ... if the seats and
tanks are full, it ain't legal to fly!
