I don't think that's what this bill means. I think people are mixing definitions and it's creating confusion. As I read it, the intent of the bill is to require pilots flying for commercial airlines to have an ATL which requires 1500 hours minimum. The bill won't actually raise the minimum requirement for a Commercial License to 1500 hours. We need to wait and see exactly how the bill is worded. At this point we're guessing and reading things written by others and the people we're reading don't necessarily have a full understanding. I will just toss out my guess for fun. Part 91 ops won't be affected. Part 121 and 135 will be. Anyone in the system will be grandfathered. And there will be some other changes as well probably involving training, currency, recency of experience, etc.
