So do I, and many others. So yes, we're familiar with "how the government" does acronyms in regulation, proposals, etc.

>I was an F-16 weapons system manager, who gave briefing to Sen John Glenn, and dealt with the Whitehouse....... A Mister Floyd Baker for Bill Clinton's staff.

Most of us don't get impressed with "guess who I know" statements.

How long have you been on this list? As you correct point out, in government/legal writing, an acronym is normally spelled out (defined) the first time its used.

But, for the purposes of a Yahoo group such as this, define "the first time". The first post of each day? Most of us have been on lists like this long enough, that "the first time" we've heard an acronym used was quite some time ago. If you consider this list to be a never-ending conversation, there is really no need to re-define the same old acronyms each and every day, right?

I know my post will come off harsh, and sound like I'm picking a fight with you. I'm not. Hope you take the intent of my post well.
