The FAA data is incomplete. The reason is it does not capture the private pilots that are now flying as sports pilots. If you are a private pilot who has let his medical expire, then they drop you from their active pilot lists.

Note the number of students vs. the completion rate. Also notice the number
of sport pilots and where they are located. Interesting.
