You must re-register it, if its airworthiness certificate expires, and you already have the "training" op limit. Re-registering it, and applying for (and being granted) a LODA to continue training, are two different things.

What does "switched to LSA" mean? Its already an LSA. You can't "switch" it to anything. If the plane was not certificated as an E-LSA to begin with (it was amateur built, for example), you never had a "training" op limit

Repairman/Maintenance rating is not needed, if he wanted to perform maintenance on his Experimental. If he wants to do his own annuals, then at least a repairman/inspection rating is required (the 16 hour course).
