Alex,
It is not required so you can always put an "In-Op" sticker on it and it should pass the annual whether you do it (if it is ELSA and you have your fixed wing course) or an A&P signs off.
Others will have to comment on the price but it shouldn't be a deal breaker.
The Sky Ranger is a nice plane and have fun with it. We have 2 with 912's on my field and they are very durable and fun airplanes. Neither one of them have BRS chutes but they have just about everything else. Good choice!
