They are actually a part of the airworthiness certificate and that is a statement on the ops limits.  I actually staple mine to the airworthiness cert so they don't get misplaced.

Your experimental plane definitely should have Op Limits in it.
AROW remember?

Airworthiness
Registration
Operating Limitations
Weight and Balance

You can't fly legally w/o these present in the plane.
