Rod,

The op limits for phase I and phase II operations comes with the airworthiness certificate.
If the plane does not have that certificate and op limits on board, then it is not a legal plane.

A browse of the FAA data base will tell you if the N number is registered to your plane and a few other details.

In any case, it is time to contact the seller and demand the missing paperwork:
--airworthiness certificate
--op limits.

You may want to also contact a lawyer if the missing paperwork is not immediately handed over to you.
