My guess is that they realized that their phase in plan was impractical
and they come out with a new NPRM with a better phase in plan.

Personally, having done SAR for 5 years and hunted down dozens of ELTs
and EPIRBs of both 121.5 and 406, I think anyone that doesn't upgrade is
foolish. The new units as unbelievable precise and since the AFRCC can
look up the phone numbers of the owner when the unit goes off, they
start the search immediately after the first hit. Knowing how well
these units work, I was one of the first in line to transition my
personal plane. I've had two false activations caused first by and oil
leak and second some rain getting into the plane. The AFRCC called me to
check on my welfare within minutes, which allowed me to deactivate the
unit before I needed to replace the battery. That's the type of
response time I'd like to see if hanging upside down in a tree somewhere!

We were discussing FAA rule making petitions last week. I actually
petitioned the FAA years ago to begin to implement a mandatory phase in
of 406 units. That's how strongly I feel about the reliability and
practicality of these units.
