Its definitely legal for trikes, yes. The 500 foot rule does not apply to trikes.
Safe, that depends on the pilot and if they did proper recon before conducting the flight in that area. If they did it responsibly with proper precautions, depending on their skill level and weather conditions (which seemed to be calm), yes it can be safe. I cannot make a blanket statement that it is safe or not safe. It depends on how it was planned and done and by whom. The guys in the video are experienced trike pilots and I believe they know that area very well.
