Got to sympathize with the bureaucrats, now shuffling two pieces of paper around.
;-)

What you're talking about above is for "commercial" only... not so?
For "Private Pilot", the applicant would need to show his 40 hours in Category.
Eg; an Airplane student wanting a PP Cert would have to show his 40 hours in ASEL,
His WSC time or helicopter time not counting towards the total.

Next question:
What is "PP LSA time"?
I'm guessing you mean airplane time done while flying a LSA.
And in that case, surely that time needs no special treatment?...
Those are "Airplane Hours" which count towards a Comm Certificate?
