Whose definition? It's certainly not part of the definition of LSA in 14 CFR
1.1.

Nobody's saying it should be. That's why LSAs are limited to specific gross
weights and maximum speeds and two seats.

Providing the ability to extricate oneself from a VFR into IMC encounter -
historically, one of the biggest pilot killers out there - would lower
accident rates, not raise them.

Not necessarily. My Zodiac's gone into IMC exactly once, on an IFR flight by
an appropriately rated pilot with a medical. (The factory test pilot flew it
home IFR one day before I took delivery.)

What makes you think that the presence of LSAs will make that any more
prevalent than it already was? We all know pilots who fly without medicals
in non-LSA aircraft.

If the FAA proposes that, I'm sure it'll draw lots of attention and comment.
Right now, however, the FAA thinks the greatest problem in the light sport
world is long-time experienced pilots getting in LSAs and thinking they can
fly the airplane without any sort of transition training. Outside fo that
difference, they say (and I was told this in person Monday) that the LSA
accident rate is the same as the overall GA accident rate.
