Lets say a wildlife refuge wanted to pay a SP to fly their ELSA over their refuge to search for wildlife. (obviously the answer is NO)
How about setting up a non-profit organization to solicit funds from the public to pay for the expenses of the SP and ELSA??
Any chance the FAA would grant the above non-profit organization a waiver to do this work??
If the above scenarios would not work, what would happen if the non-profit organization went ahead with the work anyways? Would they risk being shut-down and/or fined??
