If the OM is Operation Migration, they operate Canadian planes and not United States ELSA's to my knowledge.  FLying Canadian registered airplanes isn't against the law so you don't have to fix that which may be one reason they are not returning your comments unless I misunderstood your point.  I didn't know what a NPO stood for so wasn't sure.
