Seems to me you need to find your answers from the NPO that is doing it. Are you looking to see if they are legal doing what they do so you can do it also? Or are you complaining about their operations itself? At any rate your answer rests with the regulations and the FSDO interpretations at the location it is being done, not with the NPO and whatever they are doing. If they are telling their pilots to lie, I wouldn't be excited about taking lessons with them, especially since you have made it public information now.
