You mention that the AFS-800 is in the process of writing the guidelines for the update of the airworthiness certificate and for the LODA procedures/contents. 
All I can say is:
The AFS-800 has had 4 plus years to write those guidelines.
In less than 6 weeks, the deadline will be history.
In my opinion, the AFS-800 is 4 years late and with less than 6 weeks remaining, there is little chance of the guidelines being completed and disseminated in time to be of any use.

The LODA does not have to be completed by the end of Jan.  That can be done any time.
