Agreed! These things should have been worked out long before the 11th hour. And mark my words, the next thing they'll say is "Oh, we only intended LODAs to be used for transitional training... never primary training".
(and yes, I'm in that boat, where my FSDO has already told me "No LODAs until we get further guidance from HQ")
