The entire system depends on personal integrity.  Legislation that we all hate is purely an attempt to put some teeth into the system, but in the end it is all our personal integrities that make it work.  And not to worry, if you ever sell your plane and the next owner kills himself and it is discovered that some things in the annual were "overlooked", his grieving widow's attorney will be sure to bring it to your attention.

I was discussing this with my FAA brother just this morning. He signs off on them, but feels kinda worthless in the process. As he says, if an A&P will put his ticket on the line and some pilot feels confident enough to fly it, his action is really nothing in the process except a signature.
As an A&P I used to abuse it somewhat on my own plane, sign her off and go aviating! Cheaper than an annual!
