No, You would not have any license whatsoever.
You could not get a PP because of the no medical and your last medical you failed so you
cannot get a SP.
Your only recourse would be to take care of the underlying medical problem and the get a
special issuance if you can then you can operate SP again. If smart you would let the SI
retire and stay SP at this point!
