ANY SLSA can be converted into ELSA. If you have an SLSA, and want to convert it, you can do that at any time. If purchasing new, you should be able to tell the distributor how you'd like it registered.
Yes, "re-sale value" is one issue that might affect you. I'm not sure there's enough data to support whether or not this is happening, but if I had to guess, it probably does affect the resale value a little. Certainly, it limits the number of potential buyers (since flight schools and instructors wouldn't want it). More than likely, insurance will cost most, since its an experimental. Yes, you can save quite a bit of money on maintenance costs, especially if you're planning to do your own maintenance.
