I am sure the bottom line is Rotax's legal department is trying to cover their backsides and sure they would prefer for everyone go through their school for brand loyalty. If they started losing sales because of their position you can bet they would see the light in a hurry no matter what story they give now.

1. Only A&Ps were apparently covered in this legal interp.
2. Change the oil.

However, this does not apply to light sport repairmen or owners wishing to do preventative mx like changing their oil. They still need to go to school every two years.
What's the difference between an A&P and a repairman/maintenance, when it comes to whether or not they must attend some mandatory Rotax school every two years? Both have the same "you must have prior experience" requirements. I thought the whole point of this was that the FAA decides what level of certification is acceptable (A&P or repairman/maintenance), not Rotax. Hmmmm... that doesn't sound too logical.
Also, please explain exactly what (if anything) a non-rated owner can do on their SLSA rotax?
