The problem with leadership in clubs is simply a problem of critical
mass. In ecology, that's a generally rule of 10% energy transfer
between trophic levels. I've been involved in the management and
leadership of volunteer organizations for years and found a similar
situation. In any given population, about 10% are "joiners" who say
they are interested in joining a club. 10% of that population actually
do. 10% of that population is willing to do any work in the club. 10%
of that population has the ability to organize and lead. As such, you
need a large critical mass to be able to support a functional club.
Without that, a good club with effective leadership is doubtful.

Now that being said, a person with leadership ability who is ability to
find a handful of others with ability and inerest to do work can often
get a club going long enough to help grow a supporting population, but
if critical mass is not achieved before that person leaves office, the
club is doomed to failure.

I've seen this over and over throughout the years and now see it in the
Chesapeake Bay seaplane community which has diminished to a pathetic
level. There currently is no way to reestablish organization amongst
the handful of seaplane pilots remaining, not until we reestablish a
critical mass of seaplane pilots with access to aircraft. I am hoping
we can do that through the flight school and school's seaplane flying
club. From there perhaps we can rebuild the community and its
leadership. That new leadership will need to focus on continuing to
grow the community if it is to survive and grow, something that did not
happen during the old leadership which doomed it to oblivion.
